The record
How a journal of signed entries, each line a claim with its evidence, keeps what an agent knew, what it was allowed to see, and what it did.
Time
Two clocks on every entry, one for when a claim applied according to its source and one for when the record learned it. Corrections are new entries.
Information flow control
Labels on every claim, clearance on every reader, and the same dominance rule for every action an agent takes.
Evidence
Checking each line against its source, signing the citations on every answer, and receipts that verify outside the tenant and offline.

The name
Sidereal means measured against the fixed stars.
Sidereal time is kept by the stars rather than the sun. Astronomers use it when a measurement has to be exact, and navigators trusted the same fixed points: when everything around you moves, you steer by what does not.
An asset outlives the people, models and vendors around it. The record is what stays fixed while they change.
